Help us develop a consistent, community-informed communications approach that supports more people in Portsmouth to be physically active

Energise Me is working with the Portsmouth Place Partnership to inviting proposals from an experienced communications consultant to co-create and embed a practical communications framework for partners across the city. The work will build on community insight, strengthen the partnership’s shared narrative and help organisations communicate more effectively with inactive communities.

About the opportunity

  • Contract: Initial six-month commission, with the potential for separately agreed retainer support until March 2028
  • Expected start: December 2026 or January 2027
  • Time commitment: Approximately one to two days per week, with flexibility for bidders to propose an alternative delivery model
  • Location: Mainly remote, with monthly partnership meetings either in Portsmouth or online as required
  • Application deadline: 5pm on Monday 2 November 2026

What the consultant will do

  • Develop a clear, consistent narrative and value proposition for the Place Partnership.
  • Create content and resources that communicate the partnership’s activity, learning and impact.
  • Build on existing community insight to co-create a practical communications framework, supported by guidance, templates and resources.
  • Plan and support engagement to understand the communications preferences of inactive communities in Portsmouth’s priority places.
  • Train and support partners to use the framework in their day-to-day communications.
  • Agree proportionate measures of communications success and report progress and learning.
